Polylexicality is a characteristic in which a phraseme must consists of more than one word. But not all expressions that consist of at least two words are phrasemes. For example, "dark hair" couldn't be considered as a phraseme because "dark" could be replaced with any other words. "Blonde hair" is a phraseme because "blonde" couldn't be replaced with other words.
